Trash on Buses

OCTA has trashcans on their buses. Metro, on the other hand goes with trash bags (probably because it's easier to cover a fare box with a bag). Lately I've noticed some Metro buses don't even have bags, just trash.. The lines contracted to First Transit (e.g., 130 and 232) seem particularly bad about not having trash bags. Of course this raises the question, how do they deal with an out of order fare box?
